Formal, written security procedures should be developed for a facility. Basic security measures should include physical barriers such as perimeter fencing and/or locked enclosures. Access to a facility should normally be limited to trained personnel. |

System operators need to understand the basic properties and hazards of gaseous fuels as well as operating and maintenance requirements of a specific system. Frequent refresher training covering safety, operations, maintenance and emergency procedures should be documented. |
